Abstract

Teaching hospitals in the United States are reimbursed for educating residents by CMS through Direct and Indirect Graduate Medical Education Payments, which are based on the number of residents, hospital beds, Medicare patients discharged, costs associated with resident education, and a federally adjusted balanced budget multiplier. Despite visibility into these standardized payments to teaching hospitals from the federal government, however, little is known regarding how hospitals determine resident stipends.
